How to fix Capricorn Way (Mira Mesa)?

As an alternative to sitting in traffic on Mira Mesa Boulevard, this residential street gets a lot of through traffic between Camino Ruiz and Black Mountain Road:

All that automobile traffic is good for businesses but not for homes. How can we fix this? Here are some ideas:

1. Relieve the traffic pressure by building a tunnel from Calle Cristobal to Mercy Road.

2. Rezone the properties along Capricorn to allow low-traffic businesses like offices and corner stores. (This would instantly make those properties more valuable and may have positive spillover effects on the neighboring streets.)

3. Connect Hydra Lane, Libra Drive, and Galvin Avenue to provide another alternate route for traffic. This will require some eminent domain.

4. Replace the stop signs (and speed bumps?) with roundabouts. The intersections can fit mini-roundabouts that are about 64 feet in diameter or larger.

5. Fix Mira Mesa Boulevard.

Any other ideas?
